Are prepaid mobile phone numbers portable to other mobile plans and/or traditional phone lines or VOIP?

Basically, can I signup for a prepaid plan from ATT/Cingular, T-mobile, Verizon/Alltel to use the phone number until I get an office line setup, and then transfer that number to a permanent land line?

How do you interface/connect existing Cisco 7940/7960 phones with a traditional PSTN-type solution? (XO brings you the lines on a T1 but converts it to analog, i believe.)
