I was having an issue with my windows xp service pack 2 in desktop dell pc last week, and had to run a disc?

that recovers your system to fix it. It seemed to fix the problem. I also had a corrupted winsock which wasn’t allowing the system to recognize my internet connection. I seemed to be able to fix these things and recover the system and delete the virus issues that were causing this. I then downloaded norton 360 to make sure I wouldn’t have issues like this again.
Then tonight, my power went out for a few moments in my home, disrupting my computer that was on. When I restarted my computer, it went through the Dell beginning thing and then went to the loading page for Windows XP, and then automatically started over again, never getting past the load page for Windows XP and going back to the beginning screen. Then a page popped up saying that my computer could have possibly been disrupted or new hardware or something could have caused it and it gave me an option to then start windows again properly, which I did, but still it did nothing. I tried to take it to the last known configuration that worked, but it doesn’t seem to do that either since I can’t get past the whole windows XP loading page where the bar is loading across before you get to your desktop page. Now I am in safemode with networking, which seems to be the only way I can get to my desktop and I was wondering what I can do to fix this problem. Do I need to reinstall windows or what do I need to do to fix this problem? It all came about when my power went out and the computer was shut off improperly during it.
